Members of the Senate (senators) are elected at the corresponding joint meetings of the deputies of the Jokargy Kenes of the Republic of Karakalpakstan, representative bodies of state power of regions, districts and cities from among these deputies by secret ballot in an equal number - six people each from the Republic of Karakalpakstan, regions and the city of Tashkent.

Sixteen members of the Senate are appointed by the President of the Republic of Uzbekistan from among the most authoritative citizens who have extensive practical experience and special merits in the field of science, art, literature, production and other spheres of state and public activity.

The work of the Senate is based on the activities of senators, who are convened for plenary sessions (hereinafter referred to as sessions) and meetings of its committees.

The Senate excludes the formation of groups on a territorial basis and on a political or other basis.
